It only becomes relevant later, if you create specific tax ties to Portugal, such as owning property there, and even then most nationalities can opt into electronic notifications instead of appointing one. The one case where it is strictly required is running a self-employed activity in Portugal while you are not yet a tax resident there. No. A NIF is just an identification number, it doesn’t make you a tax resident or create any filing obligations on its own. Tax residency depends on separate criteria, like how many days you spend in Portugal each year.
